Transcribe a council meeting from a pleno in Spain.
To transcribe a council meeting recorded in Spain, upload the pleno or paste its video link below: a 5-hour session in Spanish or Catalan comes back in about 10 minutes, and the brief gives a first draft of the acta. The first 20 minutes are free, and a 5-hour pleno uses 300 of the 500 minutes in the $6 pack.
For council staff, reporters and residents
Every point on the orden del día, findable by minute.
A start on the acta
The brief sets out what was discussed and decided, and the names, figures and dates said during the session are listed. Staff writing the minutes start from that and check each vote against the timestamped text.
Paste the published video
When the pleno is published on YouTube or Vimeo, paste the link and there is nothing to download. A recording kept on the council's own servers goes up as a file, and long video files go through upload page.
Monthly plenos, priced
One 5-hour pleno is 300 minutes on the $6 pack of 500. Twelve monthly sessions of 4 hours add up to 2,880 minutes, which fits the $24 pack of 5,000. Credits never expire, so a year's sessions can sit on one balance.
Each item on the agenda
Chapters with timestamps follow the agenda as the session moves through it, so a resident who cares about one item, a reporter checking a vote or a councillor reviewing a debate can go straight there.
Why plenos are hard to follow afterwards
A long pleno is public, but five hours of video is hard to read.
✗ The session video alone
The recording is available, but finding one debate means scrubbing through hours of procedure.
- Hours of playback for one agenda item
- Minutes drafted from handwritten notes
- Votes checked by rewatching
- Tools that stop at an hour
- Catalan sessions poorly supported
- No text for residents to search
✓ The session as text
One upload, and the whole pleno is readable, searchable and organised by item.
- A 3-hour pleno ready in about 6 min
- A whole session, to 10 hours, in one file
- Councillors named in summary and quotes
- Figures and dates pulled out
- Spanish and Catalan detected
- SRT and VTT captions for the video

FAQ
Council meetings in Spain: what people ask.
How long does a 5-hour pleno take to transcribe?
About 10 minutes. Speed is about 2 minutes per hour of audio, so a 3-hour session is ready in around 6.
What does it cost to transcribe a year of plenos?
A single session up to 500 minutes fits the $6 pack. Monthly 4-hour sessions for a year are 2,880 minutes and fit the $24 pack of 5,000; a few sessions totalling up to 2,000 minutes fit the $12 pack. These are USD prices, and the first 20 minutes are free on a first visit.
How big can the session file be, and do I split long plenos?
Up to 10 hours or 5 GB per file, so a 6-hour pleno goes in whole with no splitting. Until the first pack, a file up to 2 GB starts at once. A session longer than 10 hours goes in as two files.
Does it handle Catalan sessions?
Yes. Catalan and Spanish are both detected automatically, among 99 languages. A session is transcribed on its main language; if several speakers switch to Spanish at length, check those passages against the audio.
Can the brief replace the official acta?
It is a draft to work from. The acta is the council's own document, so staff should check the wording of each motion and the vote counts against the timestamped transcript before it is approved.
Which formats can the pleno be saved in, and who sees it?
The pleno can be saved as TXT, DOCX, SRT, VTT or JSON. Recordings are transcribed on our own servers and are never used for training. Delete the session and its transcript whenever you want.
