Transcribe legislative sessions straight from the stream link.
A US legislative floor session or committee hearing can run anywhere from 3 to 9 hours, and WhipScribe transcribes it straight from a YouTube or YouTube Live replay link, returning 5 hours in about 10 minutes. A 5-hour session is 300 minutes, which fits the $6 pack of 500 minutes, and the first 20 minutes are free.
Following a legislature without watching it all
Hours of sittings, turned into text you can search by bill and by member.
The stream link is enough
When a chamber or committee streams to YouTube, the replay link goes straight in and nothing is downloaded on your side. Replays running beyond 6 hours begin once the account holds a pack. Video kept only on the legislature's own site needs downloading first, then uploading as a file.
Chapters by bill and panel
The chapters follow the order of business: each bill taken up, each amendment debated, each panel of witnesses. An advocate tracking one bill reads that chapter and skips the rest of the afternoon. upload page
Who said it, and when
Members and witnesses are named in the summary, key quotes and chapters wherever the recording makes them clear, such as when the chair recognizes a member. Every passage has a timestamp, so a quote can be checked against the official video before it is used.
What a session week costs
Four committee hearings of 3 hours each come to 720 minutes, which fits the $12 pack of 2,000. A team tracking a full session across several committees can use the $24 pack of 5,000 minutes, which also opens API access for automated pulls.
Why sessions are hard to follow
The video is public; the hours it takes to watch are the problem.
✗ Watching the feed
Staff, reporters and advocates leave the stream running in a tab and still miss the moment their bill comes up.
- Nine hours of video for one amendment
- Live captions that vanish after the stream
- No index of who spoke on which bill
- Tools that stop after an hour or two
- Downloads that break on very long videos
- Quotes copied from memory
✓ The session, as text
The replay link becomes a searchable transcript with chapters by bill and member.
- Paste the replay link, no download
- Roughly 10 minutes per 5-hour sitting
- Chapters per bill and witness panel
- Bill numbers, names and dates pulled out
- Chat that answers what was said on a bill
- SRT and VTT to caption clips

FAQ
Legislative recordings, the common questions.
How long does a 5-hour session take to transcribe?
Roughly 10 minutes, as processing takes near 2 minutes per audio hour. A 9-hour floor day takes about 18.
What does a full sitting cost?
A 5-hour session is 300 minutes from the $6 pack of 500. A 9-hour day is 540 minutes and needs the $12 pack of 2,000, which then holds the next two long days as well.
The floor session ran longer than 10 hours. Can it go in as one?
No. One file can run up to 10 hours or 5 GB, so a longer sitting goes in as two parts, split at a recess. With a link, download the video and split it before uploading.
Which links work, and which need downloading?
YouTube videos and live replays, Vimeo, Twitch and Kick, Google Drive and podcast feeds all go in as links. Facebook replays and video on a legislature's own player need downloading first, then uploading; uploads go up to 2 GB before the first pack.
Does it handle sessions with testimony in Spanish?
Each recording is detected on its main language among 99. Testimony in another language within an English hearing follows the main language of the recording, so check those passages against the video.
What can I export, and is anything kept for training?
Five formats come out: TXT, DOCX, SRT, VTT and JSON. Recordings are transcribed on our own servers and are never used for training.
