An 8-hour Senate or House committee hearing in Filipino and English is transcribed in about 16 minutes from its YouTube link, with chapters per line of questioning and quotes with the speakers named. For reporters, researchers and staff

A hearing runs all day, but the story is a few exchanges. The text is how you find them.

Questioning, chapter by chapter

Chapters follow the hearing as each member takes the floor or a new resource person is called, with a title and a timestamp for each.

Quotes with the speaker named

Key quotes name the legislator or resource person when the chair or the speaker says the name, and carry the timestamp for checking against the stream.

Names, figures and dates

Amounts, dates, agency names and documents cited during the hearing are listed with their timestamps, which is where a news story or a policy brief starts.

No 8-hour download needed

YouTube replays go in by link, so there is no 8-hour video to save first. A recording you already have on disk can go through the upload page.

Why hearings are hard to cover

Nobody can watch eight hours of a hearing live and still write about it the same day.

✗ Covering it from the stream

Hearings start mid-morning and run into the evening, switching between English and Filipino with every speaker. Reporters watch at double speed and still miss the exchange that matters.

  • Eight hours of stream to watch
  • Quotes typed while the exchange continues
  • Uncertain who said a line in a crosstalk
  • Auto-captions that fail on Filipino
  • No index of who spoke when
  • A deadline before the hearing even ends

✓ The same hearing here

The replay comes back as text with the day's structure already marked.

  • A brief with the hearing's main points
  • Chapters per speaker and line of questioning
  • Quotes with legislators named
  • Figures, dates and documents with timestamps
  • One 8-hour hearing on the $6 pack
  • Search for any name across the day

FAQ

Senate and House hearing recordings, answered.

How long does an 8-hour hearing take?

About 16 minutes, at roughly 2 minutes of processing per hour of audio. A published long-file run finished 9.31 hours in 1,033 seconds, and its timings are on the long-file proof page.

What does it cost to follow a hearing series?

One 8-hour hearing is 480 minutes and fits the $6 pack of 500 minutes. Four hearings of 8 hours, 1,920 minutes, fit the $12 pack of 2,000 minutes. Ten such hearings, 4,800 minutes, fit the $24 pack of 5,000 minutes.

Why does a long replay need a pack first?

Stream recordings longer than 6 hours start once a pack is on the account. Shorter replays begin with the first 20 minutes free, and the rest is transcribed after a pack is added, from where the preview ended.

Can I use the transcript as the official record?

No. It is a working text with timestamps for reporting and research, not the chamber's official record. Check each quote against the stream before you publish it.

Do the Filipino, English and regional parts come through?

Filipino and English are detected automatically, and switches between them in one hearing are handled. A resource person testifying in Cebuano, Ilocano or Waray is supported, but those passages are a fast first draft that need one review pass. Applause and noise in the hall are not transcribed.

Which exports are there, and is anything kept for training?

TXT, DOCX, SRT, VTT and JSON, and an uploaded file can be up to 10 hours or 5 GB. Whether the hearing is public or not: recordings are transcribed on our own servers and are never used for training.
