The first question is whether you are buying software minutes or a person's time.

Their included-minute allowances are generous; the real question is whether you need the seats attached to them.
Where the gap shows
An hour is 60 minutes, already past the free tier's 45 monthly minutes, so a single ordinary interview does not fit. On a paid seat it sits comfortably inside the allowance, but the seat is carried every month.
Bought as human work at the listed $1.99 per minute, that hour runs to about $119. Here it is roughly 36 cents of a $12 pack of 2,000 minutes.
For evidence and compliance work, the human rate is correct and we do not compete with it.
Reading your own usage
Their tiers make sense once you know which of the three you need.
A few files monthly does not justify a seat, yet passes the free tier's 45 minutes at once.
Where several people transcribe weekly and share files, the per-seat plans buy collaboration as much as minutes.
