Transcribe city council sessions from the stream link, a whole sitting at a time.
A city council (市議会) sitting of 4 to 6 hours is transcribed into Japanese text in 8 to 12 minutes, from a pasted YouTube stream link or an uploaded file. On a first visit the first 20 minutes are free, and the $6 pack of 500 minutes covers a 6-hour day of 360 minutes.
What a council sitting turns into
Each member's general question and the answer from city hall, readable that evening.
Paste the YouTube archive link
Many councils archive their streams on YouTube; paste that link and the sitting is fetched without a download. Where the archive is on the council's own player, save the video if a download is offered and send it through the upload page.
General questions, one by one
During 一般質問, members take turns questioning the mayor and department heads. Chapters mark each member's turn with a timestamp, and members are named in the summary and chapters. The answer from the department head and the member's follow-up question sit in the same chapter.
Before the 会議録
The council's official minutes (会議録) are published later and remain the record to quote. The transcript is working text for a reporter, a resident group or a member's office in the days before that.
A session period, priced
Four days of general questions at 6 hours each come to 1,440 minutes, inside the $12 pack of 2,000 minutes. Committee days on top of that suit the $24 pack of 5,000 minutes. A resident group following a single issue may need only one or two days, which the $6 pack handles.
Why council streams go unread
The sitting is streamed for anyone to watch. Almost nobody watches six hours.
✗ An archived stream
The video is public, but the question you care about is somewhere in a long day.
- Six hours of video to scrub
- Minutes published weeks later
- No search inside the stream
- Replies quoted from memory
- Free tools that end before the afternoon
- A resident group that cannot follow every day
✓ A sitting you can search
The stream becomes text with a chapter for each question and the figures given in reply.
- About 12 minutes for a full day
- Questioners named in the summary and chapters
- Chapters for each general question
- Numbers given in replies, listed
- One sitting day on the $6 USD pack
- DOCX for a newsletter or report

FAQ
City council recordings, the common questions.
How long does a 6-hour council sitting take?
About 12 minutes. A public run on our proof page took 4.94 hours of audio through in 372 seconds.
What does a whole session period cost?
A 6-hour day of the council uses 360 minutes, which the $6 pack of 500 covers. Four sittings of 6 hours, 1,440 minutes, fit on the $12 pack of 2,000 minutes. Prices are in US dollars, and purchased minutes keep indefinitely.
Does the council's YouTube link work?
Yes, when the archive is on YouTube, including a replay of a live stream; a live replay longer than 6 hours starts once a pack is on the account. A council's own streaming player usually needs the video downloaded first, where the council offers a download. If no download exists, the council office may provide the recording on request.
Does this replace the council's 会議録?
No. It is working text with timestamps, not a certified or official transcript. The council's published 会議録 is the record to cite.
How large can a file be, and what about a very long day?
Files are accepted to 10 hours or 5 GB, and to 2 GB before you hold a pack. A day that runs beyond 10 hours is uploaded as two files, cut at the lunch break.
What formats are there, and what happens to the stream audio?
TXT, DOCX, SRT, VTT and JSON, with SRT and VTT for captions on an archived video. Recordings are transcribed on our own servers and are never used for training.
